So reading through the DMG, I saw one of the rewards that could be given is training, one option of which is  feat. The extra inspiration and the tool proficiency options seem rather good (inspiration is limited duration; tool proficiency is limited applicability), but giving out a feat seems it might be unbalancing. What is a feat "worth" in terms of XP and treasure? Would that break a character?

Just look at how often one gets a Feat and the power they add to a character (usually a permanent stat boost, a major magic item boost, plus a useful permanent ability, unheard of with nearly every magic item), very rare.   I'd consider any addition of a Feat to be the equivalent of a major magic item or artifact.  Since a Feat can never be lost, stolen, broken, used up, dispelled, disrupted, run out of charges, and so on, it's pretty strong as a reward.  While I wouldn't give as a reward, I'd recommend if inclined it be the end of a major quest line, a gift from the gods or an ancient alien civilization's secret, etc.
