The RPGA has a certification process, but that's solely for running games at conventions or other public play.

There is no need (and very little value) to go through any such process if all you want is to become a better DM for your home game.

These forums are the closest thing to a real DM guild there is; if you have any questions about DMing, ask away, and people here will generally do their best to answer them for you.  (I do warn you, however, that we do not universally agree here on what makes you a good DM and you might get contradictory advice from different people.  In such a case, you will need to use your own judgement to decide who to agree with, including possibly none of the actual posters.)

The only certification you need should come from your players.

Actually HackMaster 4e RPG had a GM/DM Certification and various circles/levels. HackMaster was basically started as a parody of AD&D 1e and 2e rules, which bloomed into its own actual real game with settings.
