Not sure where the best place to ask this is, but here goes. It seems that those playing Hoard of the Dragon Queen via the D&D Encounters program in stores get access to some fun content. In particular there was a recent starter kit with a bunch of cool handouts for players, magic items, etc. I'd really love to have this content for my in-home game and I'd be willing to pay for it. I've found some it available online...though I'm not sure if that's official. So, is there an official way to get this content and any future similar content for use outside of in-store games?

Unfortunately, no. There was a special kit available only in game stores. I contacted someone who manages the Encounters community at Wizards and they said this content was only available for in-store play. I begged them to consider releasing more content in pdf form in the future, even if it's a week or two after the special in-store debut. It's disapointing to see them creating adventure content and other suplments but not be able to access it without showing up at a store on Wednesday night. My schedule just doesn't permit that. Hopefully they will consider puting this stuff in an online store. It seems like an easy win to me. We'll see.
I find this disappointing too. My local store is a train ride away and not a regular one at that
