Does this dragonborn variant play well with other races?

I let one of my veteran players create a custom race for my campaign. I like it a lot but wanted to hear other dungeon masters’ opinions, good or bad.

Doesn't seem overly potent mechanically to me, though I can't really weigh in on whether the features fit the theme intended since my general stance on inter-breeding of fantasy races is "that's too much for me to supsend my disbelief," and I elect not to poo-poo on other folks' fun on the matter.
