Has anything changed (like errata) for wildshape? It's still that second level it's a CR 1/4 creature, 4th it's 1/2 CR and 8th it's CR 1?
I had an adventure league player being a brown bear (CR 1) at (I think) second level. Are there any feats or something he might have been using? I think he was playing an elf.
If they were a Circle of the Moon Druid, they can be CR 1 creatures at level 2. They still have to be restricted to non-swim speed and non-fly speed creatures at levels 4 and 8 respectively.
