Ok using the DMG.

I have 5 lvl 1 players and I want to put them up aginst a medium encounter.

With a XP threshold of 50 xp per pc for a total of 250 xp as my budget.

A bandit is a CR 1/8 with a 25xp listed.  5 bandits - 125 xp.  using the encounter multiplier, that is x2 for a total of 250 xp encounter. Perfect for a medium encounter for my party.

If they beat it do they get 250 xp / 5 for 50 xp each or do they get the 25xp per bandit / 5 players for 25 xp each?

Hope this is not too confusing.

According to the book, monsters are only ever worth their actualy XP value. The mulitplied value is simply to estimate the difficulty, but does not actually increase the reward for the encounter.

I say this is what the book says because if you are the DM, you are the one that decides whether that is true or not for your campaigns.

Under the raw , 25 xp each.    If you want them to earn more experience, and not break the raw, have them take a short rest and come at them again with another number of bandits.  If the fight went well, maybe another 5, if it didn't less.

Thanks, Its not that I want them to earn more, I just want to know the proper way the math is to be used.
