Gaining Spells of Higher Level from a Spellbook?

Say a wizard finds a spellbook, any rules yet for: 1) gaining the spells from the book and 2) casting higher level spells than they have access to (from the book)?

Yes. Copying a spell from another spellbook costs 50 gp per spell level and takes 2 hours per spell level.

 

There is no way to cast a spell directly out of another caster's spellbook as each caster has their own unique notation. Currently, the only way you can cast a spell of a higher level than you can normally cast is with a scroll.
