Help creating an item

As soon as the PHB comes out I'll be starting a new campaign. Using some of the knowledge he had from playtest, one of my players wants to be an assassin rogue. He asked if he could have a garrote, since that semes like an assassiny (is that a word?) weapon. Provided there's not one in the PHB, what properties/functions would you guys give this weapon?

garrote has always been a low damage knockout weapon. I'd give it 1d4 max. You'd then want to refer to grappling rules with it, since the intent of a garrote is to grapple and strangle someone. You could perhaps incorporate a property of the weapon to allow a bonus action attack during a sustained grapple but I'd have to know the basic rules a little better..  I haven't read them in great detail yet...

Just making this up here as a suggestion

Garrote - Martial

Cost 5sp

Damage: 1d6 Special

Weight 1/4lb

Properties: Special, Finesse, Two-Handed, Illegal

Garrote Special Properties: When using the garrote, you must initiate a grapple using this weapon and its attack roll. Each round, you must choose to continue the grapple or end it. A garroted creature can contest the grapple with disadvantage as per the grapple rules, rolling against 8+Your Proficiency Bonus+Your Strength Bonus. If it succeeds, the garrote is broken (if you fail to initiate a grapple, the garrote is not broken). If it does not succeed in breaking the grapple, it must roll a Save/CON against 8+Your Proficiency Bonus+1d6, rolled each round. If it fails 3 saves during the entire grapple, it falls unconcious. An unconcious creature may be subjected to garroting again - if it is garroted while unconcious, it may not attempt to break the grapple and has disadvantage on the Save/CON. An unconcious creature that fails 3 saves during the entire grapple action dies.
