Homebrew Spells and Ritual Casting

So i've compiled a huge list of homebrew spells but i was wondering what is the determining factor for what should be tagged as a Ritual spell... i assume only non-combat spells should be a ritual of course, but then what determines of those should be rituals, cause there are plenty of non-combat spells in the PHB/ EE that are not tagged as rituals?

 

is their some proccess or is just based on what obviously won't be game-breaking or just random?

As far as I can tell, the main criteria is that it won't be a real annoying factor for DMing if the characters can keep using the spell over and over again. Rituals takes extra time but don't burn a spell slot. A spell that finds secret doors will get used over and over and over. Something that won't be useful after ten minutes of casting need not apply to be a ritual. (Like a save the dying spell). If you are adding in spells that boost abilities/grant skills/raise attributes if they last for more than 30 minutes or so the players will spam them as rituals.
