Updated and simplified version:
Send Sight Divination Cantrip
Casting Time: 1 Action Range: 30 feet Components: V, S Duration: 1 Minute
You create a magical eye within range that hovers in the air for the duration or untill you dismiss it. The eye must appear in a spot that you can see. As an action you can see through the eye from its vantage point using your own vision.
Original version:
Send Sight Divination Cantrip
Casting Time: 1 Action Range: 30 feet Components: V, S Duration: 1 Minute
You create a magical eye within range that hovers in the air for the duration. As an action you can see through the eye from its vantage point using your own vision. The eye can look in every direction. As an action, you can move the eye up to 30 feet in any direction but it must remain within range and can’t enter another plane of existence. A solid barrier blocks the eye’s movement, but the eye can pass through an opening as small as 1 inch in diameter. |

range 30 ft
duration 1 min, concentration
Summon ghostly apparition of a tiny eidolon. This outsider takes the form of a pseudodragon, pixie, or imp depending upon the alignment of the caster. For the duration of the spell, the caster can use her action to direct the apparition up to 30 feet. The eidolon has darkvision 60 feet and can communicate telepathicly with the caster.
This could be tweaked somewhat. you could reflavor it some other way such as omen, oracle, vision, prayer, censer, etc.
I think flavoring it like spiritual weapon or spiritual guardians would be a good thing. Avoid making it a cleric version of wizard eye though, and flavor is the way to go. Not sure what the overall goal is for hte spell, but giving a distance perception spell as a cantrip will probably always be very powerful. So... make it flavorful and limited somehow. The caster is blind/incapacated etc.
I drew inspiration from here:
