House ruling feats

Ok, so I've seen a lot of grumbling about feats. Mainly, it is about one of these two things:

Non-humans not getting a feat at first and having to choose between feats and stat bumps.  So, here are my thoughts on an optional system.

 

Non humans at first:

A non-human can forgo the +2 attribute bonus for its race and choose a feat instead.

 

Stat boost:

At levels 3, 6, 9, 12, 15, 18, and 20 a character can add +1 to any attribute. The levels where they can choose feats or a stat boost will now be feats only.

Should be obvious that this will produce the situation where the player takes into account what they want their scores to be and acts accordingly. (I only want a 14 in this so I'll choose to reduce it, even though I went 16 initially.) I'm not saying it's bad, but:

 

What is the point of being human in your system? Certainly never, ever to be variant...and how many builds actually want +1 to every stat? Jack-of-all-Skillmonkey, and that's about it, and even one of those would want to be a Half-elf variant and take "Skilled"...

 

Half-elf fairly mauls almost everyone in this situation for many builds., actually.

 

Of course even worse is that a Mountain Dwarf can get 18 Str. All they have to do is generate 17Str/17Con as a 15/15/?/?/?/? point buy and let Con drop 2. Then take Heavy Armor Master (because who needs another 1 HP when you have 3 DR?) and laugh at everyone else who couldn't get a +4 mod...

 

IMO there's a very good reason Humans get almost nothing and have the option to take variant. The races that already have good things are OP with feats at 1.

In my campaign, I'm attempting to discourage non-human play, so I make humans slightly more powerful. I give them a feat as an EXTRA (in addition to everything else).
