"Level" 2 is not a separate space, it's the point where those five sections have narrowed out enough that they are effectively separate at that height. Likewise, "level" 3 is also part of the same space, but at that height the surrounding sections have tapered off completely and only the big, middle section reaches that high. The picture is shown from a bird's-eye-view and the upper levels are lightly superimposed over the first just as a visual cue to show how the "levels" layer on top of each other within the same open space. So, for example, a character who was in the southwest section of level 1 flew up high enough, they would hit the celing, unless they were within that superimposed portion of level 2, in which case they would effectively be in that portion of level 2. It's the same room, but at that height they wouldn't have line of sight to the other spires because of the celing, and would have to fly down a bit to get to another section. Only a character in the center can reach level 3 because that's the only section that reaches that high. |

And an even taller hollow tower rising above the central alter. The ground floor with the alters is "lv.1". The towers over the chromatic alters are "lv.2". The central tower is "lv.3". |
