Dragon lair actions take place "On initiative count 20 (losing initiative ties)..." (White dragon)
What does this mean?
I have checked the 3 core books and found nothing specific and can only assume it means when the 20th turn (not round) takes place in a combat but it could mean something else, hence this question.

| #2cbwjmDec 31, 2014 20:45:42 | I assumed it meant it had a roll of 20 for initiative. So if 3 players rolled 23, 19, 7 for initiative then the lair action would take place after the player who rolled the 23 and before the players who rolled 19 and 7. |
| #3El_CondoroDec 31, 2014 20:55:24 | Thanks, that might be it, but what if no-one rolls a 20 or above? White dragons have a lousy 10 Dex, so they get no initiative modifier. It might be unlikely that 20 or above was not rolled by anyone, but possible. |

| #5El_CondoroDec 31, 2014 21:12:44 | OK, it's starting to make sense. A bit later in 'Lair Actions' it says, "the dragon can't use the same effect two rounds in a row". That means it can use one lair action each round and that occurs on count 20, or the beginning of the round if there isn't one.
Let me run an example to see if I have it:
X, Y, Z characters vs a Dragon, rolls (after mods) X 22, Y 18, Z 17, D 13. The dragon could use a lair action between characters X and Y. Same group: X 17, Y 16, Y 10, D 19. The dragon could use a lair action at the beginning of the round. |
