On initiative count 20 (losing initiative ties), the dragon
My question is simple is initiative count 20 the first turn in the round or the last turn? And what does losing initiative ties mean in this context?

| #2iserithOct 01, 2014 9:19:43 | It's an action that happens on Initiative Count 20. If a PC or the dragon has Initiative 21 or higher, they go before the lair action. If a PC or the dragon has Initiative 20 exactly, they go first, then the lair action. |
