How does it work?  I'm sharing DM duty with someone in my group.  My task is to flesh out the aftermath of Phandelver.  I wanted an elaborate trial for the Black Spider.  Basically, I'm trying to stay close to Canon since the co-DM is running HotDQ. So...

Would Neverember act as judge and jury?

How effective would doppelgangers in providing false testimony?

Interference from nobility or other groups?

Is Neverwinter in too poor of a state to run a few intrigue adventures?

I appreciate any help.

I'm no Canon expert, but I would highly doubt that the Lord would be involved.  Phandelin is pretty much a backwater - not even a town yet.  I can't see that it Neverember would have even heard of it.  Maybe the Mayor might be involved, but the Halls of Justice (Temple of Tyr) would probably make more sense

Personally I don't even think that the Black Spider would be eligible for a trial.  If he's the BBEG, why didn't your players kill him?  The prejudice of being a drow along with all the other other evidence just isn't worth running a trial for him.  Why bother? He'd be instantly convicted.  What can you benefit from having a trial for him? How will it further your own adventure arch after LMoP is over? Drow elves cannot even withstand the sunlight, so even arresting and transporting him is punishment enough, unless the legal system in your game is nice enough to care for his comfort while in custody...

Conversely, my game, they did arrest Glasstaff, and he will be put to trial in Phandalin, not Neverwinter.  Townmaster Harbin Wester will preside over his trial, and since his character is a smuck politician, Glasstaff will be acquitted, allowing for a reoccurring nemisis.

I just don't see the same thing as even possible for the Black Spider. What would be his sentence? Death? Exiled to the Underdark?

Halls of Justice makes sense lol. My group tries to capture every villain with a name. I really just wanted a way to put them in a tight space during the trial. Thanks for the help.
