So they are fighing a Red wizard Thay, who raised the Dragon he killed as a zombie... The Question is should the dragon have its breath weapon? The Beholder zombie only gets 4 eye rays not all 8... sooo?

Well, a Dracolich still has its breath weapon, and they're just as much undead as a zombie is. The Zombie Dragon just probably needs a direct command by its creator to use its breath attack.
