Npc xp total

I'm creating a villian for my module but i can't find where i can figure out the xp total for my villian if i build him like an eighth level fighter, could anyone give me a page number or maybe a ruling.

The section of the DMG you are looking for starts on page 273.

There is no longer a handy guide that tells you what challenge a particular level npc is. You'll have to make the npc, and then calculate his challenge using the rules Aaron pointed out.
