Parry rules

I haven't been able to find any rules on parrying the blow of your opponent, with the exception being the feature available to Fighters who take the Martial Archetype - Battle Master.  Where does that leave everyone else?

It's part of your AC. It's assumed that you are going to defend yourself, with your armor, weapon, and dexterity. If you are not (or more likely, cannot), your enemies get advantage to hit you.

so in short, yes, only specially trained people can parry as a rule to add more AC then normal, be it power (monsters also) or feat, or class ability.

 

if you dislike this part, you could consider the Dodge action also a Parry action since it sort of conveys the same thing. or you can house-rule that anyone can parry but five them a worse way to do it then the fighter gets.

The defense duelist feat, the mobile feat, the sentinel feat, the evasive footwork maneuver all have benefits that could be narrative for how you defend yourself and then there is the parry maneuver itself that reduces damage.  Mainly your AC represents the game mechanic that determines if you get hit but the narrative is up to you, so every miss could be a masterfully performed parry if that is how you envision your character.
