Passive Perception in Hoard of the Dragon Queen

So... Pretty much my question is when should Passive Perception be used rather than a Wisdom (Perception) check?

 

The adventure itself doesn't mention Passive Perception that I have noticed. 

Was currently just considering Passive all the time - and the PCs can make Perception checks when they specifically say they are looking for or at something.

Anybody else?

i just use passive scores during the times when i need them (stealth checks and secret doors and stuff)

 

i don't want passive checks on all the time because it just becomes a way for the players to be lazy and pretend they have radar. "My passive 19 didn't see  that?!"

Author Steve Winter mentioned in another thread that it didnt use Passive Perception as at the time of development, WoTC hadn't decided to go with that mechanic yet.

I'm a fan of using them for most NPC checks.  It helps eliminate some of the randomness that can get players killed, and it streamlines the game.

I use passive perception mainly for two reasons:

  1. If someone sneaks to another (+0 when standing guard, +5 if guarding a specific area [like the door] which the sneaker has to get past or watching generally together with another character, -5 if someone is not on guard [doing something else] or checking the wrong spot; deriving from advantage/disadvantage and passive checks)
  2. To measure the action Hide in combat (since everyone is more alerted, I use normal one)

In most other cases, my players want to roll anyway, I ruled the 'standing guard' this way, because it's easier that way imo.

So it seems like the feat Observant would be largely useless in HotDQ then...
