I could totally see somebody else preparing a ritual-based upcast Fly spell so the VIP wizards don't have to worry about such petty details while accomplishing the important work.
3) The various ally and enemy factions are supposed to cancel each other out, I think. If the PCs don't have enough allies, they may have to fight something else - whatever Cult faction groups are available - while on their way in to Tiamat's Temple. I would also consider running the top-end Assassination attempt just after they set out, to indicate the fact that the Cult has enough spare strength to expend on them personally.
4) Maybe you want to give your PC group a Lantern of Revealing (or homebrew a Spotlight version), or drop a clear description - "You hear chanting in Draconic coming from somewhere overhead. Several voices coming from several directions." - because one of your PCs loves to cast See Invisibility. If not, leave the Wizards visible. It's easier all around. (Of course, if any of these particular Red Wizards manage to survive, and want to try try again, THEN they might be invisibly flying in the apses with a plane-shaped Zone of Silence installed about 10 feet off the ground, as if it were another floor.)
