I'd probably class them along the lines of the solar and empyrean - they've got legendary actions but no lairs. I'd also suggest looking at the other legendary monsters' actions to see if there are any suitable ones you could adapt. Maybe also look at the just revealed Oathbreaker paladin subclass features for ideas. One that springs to mind could be a "command undead" sort of thing where the death knight can use a legendary action to give an allied undead creature a free move or attack or something. |

I expect the DMG will have rules about converting monsters to Legendary. |

One thought is that the Death Knight, Balor and Pit Fiend is something that's likely to be encountered with minions, they're kinda iconic “Dread Commanders” of the Undead, Demons and Devils.
Whilst alot of the other Legendary Creatures are more "Solo monsters" and legendary actions do seem very inspired by 4E (esp. essentials) of giving the monster mini-turns between player's, so the fight against a single target feels more dynamic and threatening and they're less vulnerable to control effects.
But aside from “Marshal Undead”, none of these really have any special powers that tap into that role. Certainly not like 4E with Pit Fiend's making devils into bombs!
Another weird thing about the Death Knight is it has no resistance to non-magical/silvered weapons. Which is pretty weird given the CR 3 Wight manages to have that. Also no resistance to cold, which is common for undead.
Then again. Looking at the 2E entry for Death Knight, a lot of traditional immunities were missing from it. |
