The syndicated build process allows for much quicker charectar builds,  Instead of starting with a fully formed charector, you start with a more 2-dimensional charector which can grow during the game.

1)Choose your race.  Note: any profeciencies or languages that race normally gets should instead go down on a list of profeciencies you can learn,

Determine Ability Scores:

Use the point purchase system as described in the players handbook.   Multiply any unused points by 2, add 1d6 and note that down as your starting background points.

Special bonus: Conforming to your racial stereotype gives you a special bonus.  For each race except human, there is an ability that race tends to be low in - for example, Half Orcs tend to have low charisma.   You may choose to set that ability to a 5, 6, or 7.  For each point below 8 you select, you add one to your ability points which can be used to purchase higher stats or be converted to background points.

Choose class.

Roll hit points and make any class decisions you need for first level.

Done.

At any time during fame play or between game play, you may choose your  flaw, bond, or ideal.  Each time you choose one, you add 2 background points to your total.  Also at any time you can select a personality trait or declare your alignment leaning for good/evil and for law/chaos.   You gain 1 background point each time you declare an alignment trait or personality trait.

Between games you may use background points to flesh out your charector.  1 background point can be used to purchase any two proficiencies from the list of available proficiencies.  1 background point can be used to purchase any proficiency not on your list.

You may also purchase a background for 1 background point.  Note: purchasing a background will not give you any of the skills, languages, and features associated with the background - instead it merely adds those skills, languages, and features to the list of proficiencies you can purchase at the rate of 2 proficiencies per background point between games.  Note: you don't get a rebate for proficiencies you already bought.

During game play, you can spend 1 background point to suddenly recall your skills with any proficiency.  So, for example, upon finding a locked door, your charector could volunteer to try to pick the lock[assuming there are thieves tools available] while telling the party you learned it in your misspent yourh.

You may also spend 1 background point at any time to purchase proficiency with a single weapon.  Note: you cannot purchase simple weapons or martial weapons, only specific weapons such as longsword, longbow, etc.

You cannot advance to 6th level until you have chosen your alignment, personality traits, flaw, bond, and ideal.

When you reach 6th level, any unused background points are lost.

This is called the syndicated build process because it allows the game to flow like a syndicated television show.  New charectars will slowly reveal their talents and traits over the course of a season as they settle in.  At the same time, long running charectors rarely demonstrate skills from a 'hidden past'.
