Tiering Feats

I really like the feat system, but so far it has felt like even using that system, they're pretty inaccessible for most classes, and the rest of the time a few of the feats stand out so much they don't leave room for consideration of others.  As an alternative,  I'm considering operating as follows: 

(1). Everyone can choose one feat at level 1 (and maybe like level 9, haven't thought that far ahead).  This feat can't be gwm, ss, cbe, pm, or shield master unless you are a  variant human.

(2). Standard feat rules apply at AI levels.

 

So, two questions.  First, does this make sense?  Second, are there feats I didn't list there that belong there, or ones I put there that don't?

I'm just going to say, even with the feat limitations, having every race take a feat at first level destabelizes the balances among races. Humans boast that extra feat to make up for their lack of other atributes, every other race has other benefits that put them on-par with the variant human. If you let the other races use this houserule, you'll see that they will rapidly become dangerously over powered.
