too many actions?

During a recent encounter, upon being charged by an enemy, a ranger in my group asked if he could drop his long bow (not stow it, just leave it on the ground) then draw his two scimitars and attack + bonus action attack with offhand in the same round. 

 

PHB 190 -- Other Activity On Your Turn: "you can interact with ONE object..." and "you could draw your weapon* as part of the same action you use to attack."  ( * weapon, not weapons)

 

Doesn't seem like dropping the bow should take up the "interact with one object" because it's so instantaneous. It's the lack of plurals in RAW that has me wondering about two-weapon fighting. 

 

For now, I think I'll allow him to draw both scimitars, but not to use his bonus action to off-hand attack until the next round. How would you rule on this?

There is a feat to draw two weapons. He should have only gotten a single attack in without the feat. With the feat he could have done all of that though.

Dropping is a non-action. Only drawing would be qualify for the free interaction with an object so you could only draw one weapon. To draw the second weapon, you'd have to use your action. The PC would then only be able to move up to someone and not attack.

That is a good point about feat-less tables. It is a fairly minor thing and we sometimes handwave really minor activities anyways. Drawing two weapons and making two attacks, or switching from sword and board to a bow are not insignificant though.
