Hi need same input or help.

To make long story very short. I have been ask to run D&D for 14-16 year old with in my church with in UK

When I talked to them and told them about same of the setting, the were kinda not sparking immigration in the eyes.  “I asked what fantasy setting they Like?” the said Warcraft was a setting the all know. and they asked could i run it WOW setting and make live easy the wanted to allice.

On to meat how do people go about making balance custom races and sun-races that feel balanced?

I don’t want OP compared to what in core book.

There was A 3.x WoW setting book back in the day. I don't know how much help it would be, but you might start there.

I've actually been running exactly this for a few months now. You could build entire campaign arcs based on the individual zones, and the quests that already exist in game. To start with, I simply re-skinned the various racial variants - eladrin for High Elves, wood elves for Night Elves, and high elves for Blood Elves. Hill versus Mountain dwarf is covered between the Ironforge and Hinterlands dwarves (with Duergar making up the Dark Irons, should they be so inclined). Gnomes are already present (and you can say some player who picks Halfling has to decide if he's a gnome or dwarf) and for Worgen, you can use Shifters just fine - I've just said all their shifting has to have lupine aspects, whether that be fangs/ claws of the wolf, their speed, etc. Orcs can be half-orcs, Minotaur you can bump Str +2 and Wis +1, give them the 'earth tremor' power out of the Elemental player's companion as their racial. Overall, though, right now we're sticking with Alliance races and stories, so I haven't had to codify more than the above.

The bigger question to ask, is how familiar you as the DM are with the setting. Picking something they're familiar with can be great, if you are too - or in my case, the players aren't as familiar as I am with it, so I can mine freely from the stories already told. It also lets you say things like, 'two Tauren approach you, brandishing their huge totems' and not need to explain what that means. However, if they're really familiar with the game and you aren't, you'd be better off picking something that really doesn't get explored in the lore, such as the day to day operations of the Kirin Tor, what it's like to be a recruit of the Argent Dawn, or the fantasy trope of 'only survivors of a farming town razed by the Horde'.

Also make sure to ask them what it is about the setting they really like. What races or classes they want to play, whether they want to play the stories already in the game or make their own mark on the world, etc. Use that to inform what kind of story you're going to build. And if it turns out they only want to play a party of Night Elf Rogues, sneaking through the forests... well, I wish you the best of luck.

Make sure they understand that your game will be based on World of Warcraft, but that they shouldn't expect everything that's in the online game to also be exactly the same in your game. The mmorpg is very detailled, and your players will probably know large sections of the world by heart, including much of the plot. Say "Elwynn Forest" and they'll be able to tell you that there are two villages in it, a mage tower, 2 kobold hideouts (and that the kobolds have been sent here by Van Cleef to gather materials for his ship), where the murlocks are at, and that there is a  standing stone in rememberance of the fallen with a group of mages around it. Let them know that your version of the forest might contain additional or different places and challenges.

If you're interested in my story/ plot notes, let me know. I've got partial workups on most of the factions/ areas I'm happy to share, if they're interested in following the WoW story.

The tricky part is, if they want to play a WOW class like Warlock...you're gonna have to homebrew that...rots o ruck making it work like WOW without being OP in D&D....

If you need help with the background story of WoW, you can check Nobbel87 video, they are well done and simple to understand.
