1. What is the difference between Eberron lore, and Running Eberron?
Eberron lore= history, what if's, famous people, discussion of lore, creation of fluff (pure info, no rules).
Running Eberron= hey I made this race, what do you think?, so my players did this, what now?, what would you do in this situation?.
In short: Eberron Lore= general discussions about the setting. Running Eberron= help maintaining a campaign.

I never used her, we got the blod of vol. With a half dragon/elf lich, running an entire religion to do her bidding (sort of). But she could be placed here, but only if you the DM want to, she is after all part of the Greyhawk setting since 3rd edition was sett in that world.
Concerning the Githyanki lich-queen, yes, she does exist. For the time being, she has completely remained on the background. Concerning her rise to power, desperate people do desperate things-after their world was destroyed( I use the Hellcow's version, not the one from the Player's guide to Eberron) and the divide of the gith races, the githyanki survivors needed a strong, ruthless leader. She stepped up and never stepped down from that day.
She tried to invade 20,000 years ago, grossly misinformed and underestimating the forces of Eberron. The Light of Siberys and the Deathguard utterly crushed the Githyanki forces. If I actually use her, it will be aginst members of the Deathguard, the Gatekeepers or worshppers of the Blood of Vol(not necesseraly worshppers of Erandis d'Vol, though). She won't stand a chance anyway
