[3.5 Eberron] Looking back at Action Points

As my Eberron game goes towards 20th level, I see this "I reroll my save, and oh, I use my Action Point" thing more and more often. There has been other abuses of AP, such as making Unfettered Heroism persistent and charging staves with AP.

It's been almost three years since my game started at level 2, and eventually at this point, I have to reorganize my game and ban Action Points. Making the players stand out as heroes at lower levels is probably a good idea, but at level 20, it probably isn't that much fun.

Now, I know probably most people have switched to 4th Ed, and Eberron did not feature many epic villains in the "surface world", but I'm feeling a little curious, when AP was introduced in the campaign, has epic levels been given much consideration and play-testing? I think Eberron is an awesome setting to run an Epic game in, but in the meantime I feel there's so much broken stuff in there that prevents DMs from running Epic games as well.

To my knowledge, 3.0 suffered from a severe lack of playtesting, which lead to a whole bunch of problems, and 3.5. In my opinion, even all the changes made in 3.5 could not shore up the basic faults of the system.

So, in short, my opinion is that no, there was no consideration or play-testing for epic levels.

In my experience, playing 3.5 in the +16 levels is extremely broken with or without AP. At those levels, the weaknesses and strenghts of the characters have been intensified so much that attacks, saves and problems seem to be either ridiculously non-challenging or near imposible.

So my advice to you would be to focus the epic campaing in the mystery and politics (which hardly touch the system) rather than combat and survival.
