Today I went at my first attempt to create some Human "monsters'' devoted to the order of the Emerald Claw.

I created a 2nd level skirmisher that fights with a rapier. It has an at will attack with the rapier that allows it to shift after making an attack.

It has mob attack: It receives a +1 to attack rolls for each OEC (Order Of the Emerald Claw) member that is adjacent to the target.

It also deals +1d6 damage to attacks when it receives combat advantage.

In addition I created a soldier of 3rd level the fights with a flail and wields a shield. It features an encounter power that restrains enemies. It also has Mob attack.

Then I created something I call the Emerald Flame Acolyte. It is a 4th level Human Artillery. It uses an at-will melee spell attack I aptly named "Emerald Claw". His hand becomes wreathed in a green flame that deals ongoing fire and poison damage (don't worry the Attack bonus is not high for this attack and the ongoing damage is low).

I also created an at-will ranged attack that deals fire and poison damage as well (this time not ongoing). The attack bonus is good and the power is similar to scorching burst.

Ah, the encounter power. The Emerald Flame Acolyte can "Inspire Fear". target all enemies in a close burst of 5. This attacks will defenses and is a Psychic, Fear, attack. It deals 1d6+2 and the hit target is dazed until the end of your next turn.

Organization attributes: I am using organizations to bend some powers by optimizing monsters that wouldn't normally work well together. Such as the Human lackey and the Human Rabble. They both have the ability called; mob rule. With the Human rabble, Mob rule only activates when at least two other human rabble are within five squares of it. The human lackey works the same way but only with another human lackey. If the human lackey and the human rabble were in the same major organization (i.e. OEC) I allow them to interact their powers. This could also work for the Cult of the Dragon Below mixing Hobgoblins with Kobolds and Humans to have interesting power interactions. This would make major Organizations a pain and yet make them extra fun to build in an encounter.

Sounds awesome... any chance you could show exact stats for those? I would love to use them in my own campaign in which the Order of the Emerald Claw is the main antagonist.:D

Sure, Here it is.

Order of the Emerald Claw

As an organization any members that are a part of the Emerald Claw can use powers that either require a specific monster or race for it to activate with any monster that is a member of the Emerald Claw.

Example: The Human Rabble is a level 2 Minion that has an ability called Mob Rule- The Human Rabble gains a +2 power bonus to all defenses while at least two other Human Rabble are within 5 squares of it.

If the Human Rabble is a member of the Emerald Claw the Mob rule ability would work as so: Mob Rule- The Human Rabble gains a +2 power bonus to all defenses while at least to other Emerald Claw members are within 5 squares of it.

The Human Rabble are recommended as Emerald Claw minions as they work well with the Emerald Stinger.

Emerald Stinger

An Emerald Stinger is a Human Skirmisher devoted to the Order of the Emerald Claw. Emerald Stingers are devoted fully to their Order and will sacrifice their lives to fulfill its cause. They wear the standard Emerald Claw uniform and they carry a light shield and a rapier.

If my group does elect to go with Eberron, I'll be using them too. Nice.
