Another attempt to convert Eberron material to the 4e setting is some of the weaponry like Talenta Bommerangs and Sharrash, and Valenar Double Scimitars.

Double weapon: A double weapon is a weapon that has two different striking ends. When holding this weapon you count as holding a main hand and an off-hand weapon for the purpose of feats and powers. If an attack with an off-hand weapon is called for, make the attack using the double weapon's normal stats.

A Talenta halfling isn't a Talenta halfling without its dino companions and a Valenar elf isn't what he is without his horse. Using heavily from existing material from the Monster Manual, add the following changes.

Clawfoot
A human-sized predator of the Talenta Plains, this dinosaur is the halfling equivalent of the warhorse. Well trained and loyal, a clawfoot often continues fighting even after its rider’s death.

Clawfoot Level 3 Brute
Medium natural animal (reptile)
Guard Drake, Monster Manual 90
HP +10. Defense +1. Attack vs. AC +1.
Leap (move action; encounter)
The Clawfoot can make an Athletics check to jump with a +10 power bonus, and the Clawfoot does not need to move to make a running jump.
Skills Athletics +8

Fastieth
Fastieths are the most common mounts for the halflings of the Talenta Plains, chosen and bred for speed. They are too small to carry a human, but can carry a halfling with light gear fairly easily and at a good pace.

When the rider uses a healing surge, the Valenar riding horse also regains 10 hit points.

Nice work - though I don't really feel like analyzing the mechanics right now.

FYI, magic thrown weapons are always returning in 4E.

Very nice work-- can a small weapon have reach?

The dinosaur write-ups look pretty elegant, too. For the Valenar war horse, I was toying with the idea of adding a Mount ability like "Rider Empathy: when the rider uses a healing surge, the Valenar war horse also regains X hit points." I like this sprint power, though.

i like the changes ya suggested and probably use it for my campaign. the design philosophy behind some of the weapons are as followed when i made the conversion:

the talenta sharrash of 3rd edition Eberron is a reach two-handed weapon in the hands of a halfling. In 4th edition, halflings can only use two-handed weapons if it has the small property.Giving it the high crit ability is more in school of the x4 crit it had in the past and i like that addition.

the valenar double scimitar i gave the versatile property mainly because its a scimitar that you use two-handed, which is what the versatile property is used for. It can easily also be used one-handed. I've probably bump both of them to superior weapon categories as Ultimatecalibur suggested.

I decided to give the returning property to boomerangs mainly because, it makes sense for a mundane item like that to have it. Not all halflings will have magic versions of the weapon.

For the Valenar riding horse, i think the Riding empathy is a great idea! But i think riding empathy could easily be a feat if you want to make it racial specific, i.e the Valenar elves have a closer tie with their riding mounts etc. But its easy enough to add on as a mount special ability and would make the Valenar steeds even further prized by others. I also recommend that the Valenar riding horse be 75 gp for Valenar elves and 500 gp for everyone else.

following the idea of weapon training feats, here are some racial feat examples.

Bladebearer of the Valenar
Prerequisites Elf
Benefit You are proficient in the Valenar Double Scimitar and a +2 feat bonus to damage with the Valenar Double Scimitar in melee. While mounted, this bonus increases to +3.

Darguun Mauler
Prerequisites Bugbear, Goblin, Hobgoblin
Benefit You gain proficiency and a +2 feat bonus to damage rolls with flails and the spiked chain. Goblins wielding the spike chain act as if they have the small weapon property.

Gnome Weapon Training
Prerequisites Gnome
Benefit You gain proficiency and a +2 feat bonus to damage rolls with Picks and Hammers.

Last War Veteran
Prerequisites Human
Benefit You gain proficiency with a weapon group of your choice and a +2 feat bonus to damage rolls with that weapon group.

Shadow Marches Warmonger
Prerequisites Orc
Benefit You gain proficiency with all axes and a +2 feat bonus to damage rolls with all axes. When your opponent is blooded, you gain a additional +1 feat bonus to damage rolls with the axe.

Shifter Ferocity
Prerequisites Shifter
Benefit You gain proficiency +3 with unarmed strikes and inflict 1d8 points of damage. Your unarmed strikes are part of the unarmed and light blades weapon group and gains the off-hand weapon property.
Special If you select the Monk option for Ranger (see converting 3rd Edition Classes article), you gain a +2 bonus to damage rolls and gain the High Crit weapon property with your unarmed strikes when you select this feat.

Talenta Warrior
Prerequisites Halfling
Benefit You gain proficiency and a +2 feat bonus to damage rolls with the Talenta Sharrash, Talenta Tangat, and Talenta Boomerang. While mounted, this bonus increases to +3.

Zilargo Magic
Prerequisites Gnome
Benefit You can choose an wizard cantrip and can use that ability at-will. Gnome wizards can comprehend and communicate with natural beasts.
