HERE

1) I wanted some way to use backgrounds, but felt +2 to one skill was a bit too little. I tried making the system more robust.

2) There have been complaints about languages, so I sat down and tried to map out Eberron's languages. I took creative licenses in some places, but I think it's good. And I covered all major races and civilizations! That means 26.

Also included are slightly expanded language rules. A language is now either Unknown, Rudimentary, or Fluent, which determines the PCs level of comprehension. Certainly not as detailed as RL, but more than "Common and one other"

3) Conversion of 3PP material, including;

Hero's Handbook: Dragonborn

The dragonborn city-states described in this book work very well with Eberron's placement of d'born. Great read, highly recommended. The conversion of this piece draws heavily from Dragons of Eberron, though it should be clear enough without it.

Xax, Mogogol, and Entobian

Half-Dead

Some of the other conversions mentioned are for races I've converted or cooked up myself, found HERE (Discussion here, newest update notes post 38).

I think I will steal your background maker thing. But the languages and the sub rules for them seem to be just to much work...

It's easier than it looks. When you pick up a language, just put (R) or (F) after it. Then, it's essentially a matter of comprehension checks in situations where (R) languages show up. Using the DMG page 42 table, and the occasional circumstance bonus, not hard at all.

Glad you like the background houserules, though.

Well I wont argue that it is easy, but the fact is that language don't play that much into my campaign right now. So I see no need to complicate something that no one really pay atention too. And besides if I did all they would do was to bring five setts of googles of comprehend language.

But I can definetively see the benefit of the 3 grades of the language skill, so its not a put down or "this is silly" responce. Its just that I plain and simple don't need the rules. But the background rules seem fairly balanced and simple to use.

Of course, of course. Not every rule is good for every campaign, after all.
