Honestly, my two suggestions are more about rogue/assassin like abilities, and less about deception and telepathy.

For what it's worth, Races of Eberron does have substitution levels for changeling rogues and egoists.

If you're looking for inspiration for a changeling telepath, read The Lost Mark trilogy. ;)
