This isn't a question of the mechanics behind it, so much as the look and feel of it.

-When a changeling morphs, is it an instant change or a morphing effect like a lycanthropes change... but quick.
-Could a changeling willingly make a change slower than normal?
-Could a changeling only change parts of its appearance... individual body parts, etc?

Alright, these are purely my opinion, just off the top of my head.

- The latter.
- Yes.
- Why not?

-The City of Tower novels describes it as somewhat instant (no more than a few seconds). The hair comes out or goes in, the pigmentation changes and whatever other features appear. So a lot quicker than a Lycanthrope, even it's it not "instant"
-Why not? If they couldn't "slow it down" then they could just make the changes less drastic and keep changing.
-Sure, since the changeling can turn into any creature, including another changeling or itself, it can turn it's face into it's own, it's arms into Joe the baker's, and it's legs into John the Blacksmith.

Thanks for the answers! I suspected as much, but wanted some clarification from others before I go and start doing stuff I might not be allowed to do and ruin the whole character concept at the onset.

I suddenly envisioned the film A Scanner Darkly and pictured an organization of changeling agents who constantly changed themselves to prevent their own identities from being known.

I just think of Mystique from the X-men comics.

Changelings can't do clothes though, can they?

No, they can't. That image is of a doppelganger from Races of Destiny, which has a small handful of nice options for a changeling.
