I'm thinking about having Cthulhu being one of the BBEG's in my Eberron Epic Tier campaign.  I'm not really sure how to involve him though, although I'm thinking about replacing the Scar that Abides under Stormreach with him (dovetails well with the Suahagin too).

That said, with the Daelkyr involved in Eberron, I'm almost wondering if Cthulhu would be more appropriate as an aberrant Primordial (or just a Primordial...period after seeing the one in the Plane Below).

I believe it's a textbook case of a threat from Xoriat(duh) or an Overlord with more ties to aboleths, kou-toa and krakens than rakshasha. Probably his followers where the ancient enemy that the Sachuagin fought to liberate themselves from.

You can use a Kraken Prince, it controls storms and send visions to his worshipers in the Strorm Front cult.

I'd combine the two and go with a Primordial that has been corrupted by Xoriat. But hey- who the hell needs to explain it; you're players will understand.

There was a fantastic Cthulhu flavored article in Dungeon ... a year ago? Maybe more. It was called "The Last Breaths of Ashenport" i highly recommend it- if only to get the stats for the Fishmen.

If it's Epic - Cthulhu as the daelkyr's overlord.  Xoriat opening up for the invasion was just his alarm clock going off, but the Gatekeepers hit the snooze button before he could wake up all the way... but in the intervening millennia he's had time to wake up on his own, and he'll be really pissed when he finds he overslept...
