"The tower, one of the more ancient spires in the city, it inhabited from its middle levels on up. A complex sewer system separates the inhabited levels from the lower levels that have been closed and sealed for more than a thousand years."
As one of the more ancient spires, I am assuming it is in Dura. There is a Rat's Market on the lowest inhabited level. Since the lowest inhabited level is supposedly a "middle level", this would imply the Rat's Market is in Middle Dura. If there is a Rat’s Market, that implies it must be a lower class district. Candidates would be The Bazaar, Broken Arch, Hareth’s Folly, Rattlestone, Tumbledown, and Underlook. Rattlestone and Tumbledown best meet the description of the tower, which is of closed in tunnels as opposed to open streets.
The other clue is that the lower tower is pretty much abandoned, so I am also looking at areas of Lower Dura that would be sparsely populated. Callestan is also a candidate since that is where Elaydren meets the party. Other candidates are Fallen (which as a former temple district does not seem to have the right architechture), as well as Precarious and The Stores (I have the impression the lower tower was an industrial centre). I supposed Malleon’s Gate is also possible because of the goblinoid population, and because it is old enough, but if it was there I would assume it was inhabited.
Tumbledown is over Malleon’s Gate, and Rattlestone is over the Stores and the northern part of Fallen. Callestan is under the Bazaar. Precarious is under Underlook.
At the moment I am leaning toward Tumbledown/Malleon’s Gate, since Tumbledown is the poorest residential district in Middle Dura and seems the best candidate for a Rat’s Market. Also, Rattlestone is closer to the Bazaar, and many of its residents work there, which makes it seem a less likely candidate for a Rat’s Market.

| #3HellcowSep 19, 2015 11:16:11 | I didn't know the answer off the top of my head, which struck me as interesting. So I went back to my original notes for the adventure. The answer is that a number of things were changed from my original draft, which didn't include a "Dorasharn Tower" at all.
In my original draft, you are looking for the Dorasharn Foundry, which is to say the foundry that House Cannith established in the city of Dorasharn before the War of the Mark. As such, the whole point is that you're descending to a layer of ancient ruins that lie at the very base of things; it's part of the Cogs as opposed to being an aspect of one of the proper towers. The Broken Anvil is in Callestan, and when I've run it I've just had people descending into the Cogs from Callestan.
In my Eberron, the War of the Mark brought down the tallest towers of the time and the city was extensively rebuilt; the concept of the foundry - something I used again in "The Delirium Stone", IIRC - is that you have a few remnants of Old Dorasharn that were buried in the collapse and sealed away to protect people from the lingering power of the Lady of the Plague.
Another random fact: The Rat's Market is thus in the Cogs; in my draft, I used the term "Cellar Dweller" as a sland term for the Quiet Folk who live in the Cogs. I don't thing I've every seen or used that term again, but I kind of like it.
So there's MY answer, but I'm interested to see where you end up putting Dorasharn Tower.
