I read in the Players guide to eberron that, There can be more than one moon Affecting Lycnanthropes, and that they take -2 for each. Is there a chart anywhere that tells you which moons are where and what time of year?

The Calendar tool is good if you want a bit of chance in what's going to happen, but I don't like to do it that way. It takes power away from the DM if he can't make planes coterminous or moons full when he wants.
Instead, I suggest moons should be full when the plot says they should be, nothing more.
If a PC is an afflicted lycanthrope, that might be another story.

I don't know about full moons, but when I looked closely at the moons, I noticed that there is an incredibly high chance of at least two moons that are at least 2/3 full in the sky every night at different angles.

This means in Eberron, there is almost always moonlight at night unless the clouds obscure it.
