As far as I remember the author (his thread should be somewhere around here in the thread graveyards) started the list to help DM's so that they could better understand the setting and how to build up expectations.

This has more to do with one of Eberron's primary motifs being pulp action where the PCs are special characters in the world.  Your character is, in the context of the world, larger than life.  They live and die harder.  You are, quite literally, the hero of this world ordained by the Draconic Prophecy for greatness.

Sounds more like DM's taste to me. You can make everything superdramatic, or the heroes can just be the Big Damn Heroes.
