Are the spellshards common enough that a level 1 wizard could have one? Or is it something for them to aspire to at a later time?

Definitely something a wizard would want to aspire towards at a later date. To use a 3.5e comparison, a spellshard is akin to a Boccob's Blessed book in market value.

I'm not sure how that would translate to in 4e, but it would mean most wizards would be saving up towards such an item. Of course if you were a member of good standing (and dragonmarked) in House Cannith you could concievable have a spellshard at an an early level, and a large debt to repay...

I wouldn't be at all surprised if we got something similar to the Blessed Book in either the upcoming PHB2 or Arcane Power, since it would certainly have some utility for Wizards (and to a lesser extent, any ritual caster). I would guess probably around 8-12 level, an once Eberron comes out we'll hopefully have a statted-out spellshard which will probably be pretty similar.
