Am I correct in remember that in Eberron cosmology, it is the Elves that were enslaved by the Giants and not the Dwarfs?

Would a subtle re-arrangement of racial abilities/feats/powers be a reasonable thing?

Yes and probably.

It depends how reliant on dwarf abilities the giant themed racial feats are, but I can imagine you'll be able to switch out a few of them.

You could change the feats to relate to the creatures in and around the Mror Holds given that the dwarves have been there for thousands of years.

I never knew the dwarves owned elf slaves in any setting. Is this an FR thing?

You've got it the wrong way round (it's an ambiguous sentence), the dwarves were enslaved by the giants in the 4E core world.
