Encounter Help!

I'm running a new campaign for two friends(ranger and monk, both half-elves). I started them at level 4, and plan on running the Night of the Straw Men adventure to start them off.

My problem is three fold - one, balancing it for the party; two, fitting it into eberron; and three, where to go from here.

First: Based on my calculations, the encounter at the end of the adventure against a CR 3 Scarecrow, but with the aid of an CR 1 Cleric, would be considered "Challenging," and would be supposed to use up 20% of their resources.

As this will be their only encounter for the day, I would like to make it more challenging. I was thinking of adding a template to the scarecrow, or adding an NPC hireling that invoked him.

Second:

As it stands, the two half-elves met in the mournland, the ranger was part of a salvage crew that was decimated, while the monk was 'finding himself.'

This is what I'm thinking - My plan is to start the campaign with them having just left the mournland, arriving at a town on the edge of Breland, close to the Thrane border.

Letru, the NPC cleric of the Sovereign Host, will ask the PCs to see him after the festival for help, but will not detail it until after the festival (and thus after he is attacked) because he is busy preparing things, especially with his superior out of town. The attack will come from a Silver Torch member who would much like to convert the town to the Silver Flame. While he would like to kill Letru, the attack is more to start rumors of corruption about the church of the Sovereign Host.

Letru has noticed that the occasional Silver Flame ethusiast to drop by has turned into a more persistant - and annoying - presence. While Letru holds no grudge against the Silver Flame, he suspects something below the surface when his superior, Gregor Tavaros, "left" without notice. Letru does not mention this to the Mayor or townsfolk, as he believes the Silver Flame would use it to show the weakness of the Sovereign Host.

Third:

I would like to use this as a launching point to get the PCs adventuring into Thrane pursuing the zealots behind this attack. I would also like to bring in the Chalice of Blood, at first as a helpful organization with good intentions, then as a slander against the name of the PCs. Past that, I'm not sure where I'm going with this.

Thanks for reading! I would like to refine what I have here and change what needs changing. All suggestions are appreciated!
