I have been looking up info that I can find on her she is a half dragon/half elf lich. It has been stated that she is a level 16 wizard but you also need to add the + 3 level adjustment from the half dragon as a lich she has + 4 level adjustment. I'm looking at the monster manual v3.5.

So if my calculations are correct, can someone fix this if its wrong, vol is

wizard lvl 16
half dragon 3
lich 4

add it all together and I see her as an effective character level of 23

Don't forget, due to half-dragon, she's actually a Draco-lich due to the type change.

That's a bit of a coincidence! In the 4e MM there's a Dracolich of that level.

If you've got access to Libris Mortis stat Erandis d'Vol as Cleric 3, Wizard 3, True Necromancer 10 for something fairlt powerful and nasty. Keep her as half green dragon and lich of course.

For 4th Ed not so sure, I'll probably wait for Draconomicon before making any decisions.

It might be so in your game, however, Keith said once that Erandis wasn't a dracolich. She's in fact a unique creature, which can bypass some laws on applying templates when creating the creature. So, she's really a half-green dragon elf lich.

You would think that after all these years the elves and the dragons would discover that the Heir of House Vol, Erandis Vol was still alive - I mean that she is still around but a lich would resume there hunt for her.

But she's not an heir anymore, her Dragonmark is inert and she can't exactly pass it on anymore. Granted her existance is what started the whole bloody afair, but she's no longer a concern.

Or she has an army of undead and fanatical followers and enough magic items and artifacts to keep her safe.

Indeed. It's extraordinarily unlikely that the dragons are unaware of Erandis' existence. It's far more likely that they no longer consider her a threat worthy of their intervention. It was said that a "single drop of the blood" of the line of Vol could destroy the world... and Erandis no longer has blood. However dangerous she is now, she's only a shadow of what she could have been, had she lived long enough to reach her full potential in her mortal life. In many ways, she's a tragic figure.

The Deathguard is likely aware of her existence, but she's about the toughest undead target in Khorvaire short of the dracolich in the Lair of the Keeper. And as a powerful wizard who's quite aware of the risk, she's likely employed a wide range of tools to baffle scrying and mislead diviners searching for her. As such, the Deathguard could easily end up being allies to PCs who end up challenging Erandis, but they haven't dealt with her on their own. And remember that the Undying Court can only exercise its full power within the confines of Aerenal - so, they can defend the island from flights of dragons, but they can't just randomly smite people across Eberron.

yeah you'd also have to deal with the order of the emerald claw because, the order of the emerald claw actually serves the mistress Erandis d'Vol. There is only a select few that know the true master of the order which is Erandis d'Vol and the order does basiclly the dirty work that the normal followers don't do such as assassination, terrorizing etc and then she has vampires and other things serving her

Certainly. And in Illmarrow, she has other undead allies - followers who followed her from Aerenal and have served her for thousands of years. And she's had a lot of time to develop magical traps and such. She could certainly be defeated, but it's a challenge for heroes. Which is, of course, where the PCs come in!

I found something interesting in the faiths of eberron book, I believe. In Chapter 4 - The Blood of Vol, page 75

According to legend, the Emerald Claw vanished not long after the purge began. Some say he was killed defending the race of half-dragons (of which his daughter was the most famous). Others claim he withdrew from the world in shame over what his hubris had wrought. I find it interesting that according to the faiths of eberron that there were more than 1 half-dragon, but apparently only erandis vol survived and, how erandis created the the order and gave the name of her father

That is indeed the source of the name of the Order of the Emerald Claw. As regards other half-dragons, it's important to note the "some say"; as with many things in Eberron, the extent to which this is truth as opposed to legend is in your hands. However, there's certainly no reason to assume that Erandis was the only half-dragon. The Mark of Death existed for 600 years before the dragons and Undying Court took action against the line of Vol. As such, the logical assumption is that something changed. They weren't afraid of the mark until the line of Vol took it in a new direction, making it more of a threat than it had been - perhaps, by producing a generation of half-dragons with the mark, who had the potential to use the mark in the way no elf could.

And, of course, it could be argued that Erandis DIDN'T survive - or, at least, that while she survived she was crippled in such a way that she no longer poses a threat to Argonnessen.

She may still exist but that doesn't mean she survived... hell of a line. So then in the minds of the Dragons they were absolutly successfull in their mission to destroy the line of Vol.

Has King Kaius successfully removed himself from the Blood of Vol and there mistress Erandis d'Vol, why i'm asking in the karrnath section of the 5 nations it mentions that he is a vampire and used to be part of the blood of vol. I see that if she doesn't like what he is trying to do by trying to leave the blood of vol she could use the order of the emerald claw to install someone more compliant as the ruler of karnath as a puppet ruler and in truth she would be a ruler of karnath

Kaius separated himself from the Blood of Vol and outlawed it's worship in Karrnath because of Erandis. Turning him into a vampire I believe was the straw that broke the camels back, so to speak. The Emerald Claw has since been driven into a state more in line with a terrorist organization, then the prestigious honor it once had, and is a hunted group in Karrnath as well (though having a baron who is a member kind of limits the "hunting" part a tad). Removing Kaius would not exactly be a simple task, considering he is powerful even if not as supported as he once was, but then again almost no one knows he is actually Kaius I impersonating his descendant. Heck, members of the Blood Of Vol cult left Erandis' alliance to assist him and are the ones who provide him with blood to keep his cravings in check.
