exarchs in Eberron?

while i was looking through the god descriptions in MM2 and Open Grave, i noticed a hierarchy: actual god, god-like ally, aspect of god, exarch, high priest, and futher down. so i started thinking about the Host, and wondering if these could be reconciled.

as Keith has said many times, the gods of the Host aren't as material or interventionalist as their greyhawk or FR counterparts (arguably, they're just concepts). so it seems unlikely that Onatar would visit the Iron Council. but then i thought about the Traveller, and it seems as if he makes himself known through an aspect on a regular basis. and the sahuagin believe the Devourer manifests itself through storms. so apects seem right, but what about exarches?

as i understand it, an exarch is a right-hand man, like Kas (before his betrayal). but since the gods don't have a right hand, would they choose an exarch? i know a lot of people could call themselves an exarch in a fit of delusion (the Lyrandar Storm Front comes to mind), but it seems like being named an exarch requires some first-hand contact. a particularly ancient dragon might make the grade, but otherwise, i'm stumped. can anyone think of an example of an exarch for the Host?

If I remember correctly, there was a picture in "Faiths of Eberron" that had a sahuagin summoning a giant sahuagin-like creature that was supposed to be their version of the Devourer (spelling). So from what I can tell, exarch-like being can be created, but they are more like extreme manifestations of a powerful priest's faith. Of course, that doesn't stop said creature from gaining sentience and claiming that it serves the diety directly, or perhaps is the diety itself.

I like the idea of exarchs as aspects.  Essentially very powerful entities that channel the essence of a particular deity to such a point where they become a manifestaion of of the deity's many aspects in the mortal world.

Kind of like Jaela is to the flame, but on a lesser scale.

I'd call it faith. The thing is, you assume that the Host actuallly exist. Personally...I'm not that sure, so I'm ggod with that. Anyway, I'd treat it like Eberron's angels who follow the Host.
On the other hand, if the Host are ascended dragons, then the aspects might be those who have the potential to be the next in line as per the teachings of Thir.
