It otherwise adheres to all of the traits of the melee keyword. The primary effect of this change is that it will not provoke OAs when used against nonadjacent enemies. |

The close-burst-only-hits-one-target has other impacts beyond not triggering OAs. Close attacks ignore concealment (including invisibility); melee attacks do not. Swarms take half damage from melee attacks and are vulnerable to close attacks. Battleragers gain temp HP when struck by melee attacks, but not close attacks. And so on. Most of those effects are based on the idea that a close attack is some form of area effect. Since Static Shock is intended to be a focused single-target blast, making it melee 5 avoids those problems. |
