It is writtten in their very character foundations that the children dont run and play but meditate and drill just as the rest of the others do. given how "most" first level characters are assumably 18+ and just starting green after coming to traininf from say 13 for apprenticeship. So I would wonder how young can a kalashtar adventurer be?

Still 18+ I think. They do need to grow up physically.

As young as you like. There's no starting age requirement in 4e. If you and your DM are happy with a Kalashtar scion who's a hyper-intelligent fetus floating in a psionically-sustained womb of ectoplasm, then go nuts.
