Kobolds in Droaam

Specifically, Kethelrax and the kobolds under him.  Does anyone know whether they are iredar "Eberron" kobolds, or irvhir "Khyber" kobolds?  I'm building an important NPC and it makes a difference for both build and characerization.

Thanks.  The NPC is Lord Toka Threefangs, BTW.  I've decided his agenda is to convince Tharashk to broker the services of kobold trapsmiths in competition with Kundarak.
