Does anyone here limit the spells or books that players have access to (particularly in light of the Artificer class having access to them all)? If so, how do you decide what to limit? If not, why not?

Back when Eberron first came out, I didn't disallow anything from an offical WotC 3.5 book. Anything from 3.0, I said, was on a case-by-case basis (usually this was only necessary for some magic items, as most things got reprinted or updated in 3.5).

Currently, I'm running an Eberron campaign with Pathfinder rules. I allow anything from Pathfinder and Dreamscarred Press (for Pathfinder-compatible psionic rules), and I allow 3.0 and 3.5 material on a case-by-case basis. Usually when allowing 3.0/3.5 material, I will also do my own conversions, especially for character classes (which mostly got upgrades in Pathfinder) and races (since the campaign I'm running has upgraded all races to have roughly the equivalent of a +1 LA for free).

I can only think of one specific line of spells I disallow, and that's Assay Spell Resistance, a spell that lowers a creature's Spell Resistance so it's easier to penetrate. Personally, as a DM, I feel like Spell Resistance is often my last line of defense against out of control magic casters, so I don't allow it to be bypassed any easier than it is in the core rules (Spell Penetration feats, etc.)
