Where a case could go cold out of not lack of clues, but lack of drive to solve it. Where the Investigation Agency's muscle's more 'aggressive' tendencies would go uncommented. |

The Cogs and Fallen are so bad that even shady detective offices can't operate due to the lack of hysterical broads and femme fatales who can't already bust someone's jaw open with a chain. |

Lower Dura is a good one too, with the Goblins being around there it probably has its share of racism and blind eyes. |

Way I see it, an advantage of Dura proper would be that it's not SO horrible that someone with a problem from higher up might not come down and give them a good fee to do something, but it still gives easy access to the nasty bits. Course, Cliffside the book flat out says the Guard tries to ignore, so it's got that entire 'Noir' thing going on. |

Cliffside for the docks is a definite contender. Otherwise somewhere in the "nicer parts" of Lower Dura, or the crappier parts of Middle Dura seem reasonable. |

Yeah lower menthis, right next to a gentleman's club seems like a great idea also. |
