Well, palaces don't necessarily mean residences. The White House, for example, is also the center of the United States executive branch: it has the offices of the president, his advisors, support staff, legal experts, their support staff, etc. A palace may also be used as a meeting place for a legislature, like the House of Lords in the UK. If the royal family was really self-centered, they may have built multiple palaces for themselves and not used all of them.

Since they're connected by tunnels, my guess is that they were all used primarily as government offices and, if Cyre had a legislature, as legislative chambers.

That does pose quite a conundrum, if they aren't part of the government in general.

Which map? If it's online link it. If it's in a book say which one and the page #. You'll get more replies.

Palace complexes can be big. According to Wikipedia, the Forbidden City (the Ming dynasty Imperial palace in Beijing) "consists of 980 surviving buildings with 8,707 bays of rooms[1] and covers 720,000 square metres". The Kremlin in Moscow apparently has four palaces and four cathedrals surrounded by the Kremlin Walls and towers. Versailles in France is also famously big.

Powerful kings show off their wealth and prestige by pouring money into the construction of palaces and other projects. I wouldn't be surprised if all of the rulers of the Five Nations had huge palaces. If nothing else, they might have seen it as a game of one-upmanship.
