Paragon Campaign Help Requested - Not for my player's eyes!

Ok....

One idea may involve a slightly slow beginning. The players are called in by the Council of Cardinals to discuss "a threat to all of Khorvaire" as they like to be dramatic. They speak to the players about the Purge, the misconceptions and the reality of it: which is that sadistic crazy monstrous lycanthropes were brutally slaughtering thousands of people, leaving some alive with the curse so they would tear apart their friends and manipulating information so when the Silver Flame came hunting they would believe the shifters were a part of it too - truth. They talk about a host of scouts they recently sent into Droaam to investigate reports of living lycanthropes, perhaps an entire clan of them. They have not returned. The players need to investigate.

Now that's a beginning. From there you could go through a number of routes. The players get pulled into the Daughters intrigue as they try to understand what to do with the lycanthropes that are in Droaam. What will be the effect of telling the Flame about them? Are they too much of a threat that they can't afford not to tell them? This will pull them into the moral grey area and intrigue of Eberron quite quickly. In regards how to tie the Whisper (well I call it the Whisper Within the Flame) into it, they could simply find a survivor of the scouting mission, bring him back. But he has been cursed. And he's loyal to the Pack. But Cardinal Krozen intends to use this, directed by Bel Shalor. Perhaps he becomes a lycanthrope himself and only in that more powerful form can he become a temporary vessel for Bel Shalor (it would be a way for the players to fight him at say Level 20 and have a chance of beating him - or just killing the vessel).

Explaining the higher levels...Paragon Tier I feel is a bit hard to explain personally. Mostly if you wanted it to be from a single source....The obvious answer could be that they are simply experienced members of the Wayfinder Foundation. And, possibly relating to that, they know the location of an artifact that the Drow guard in Xen'drik, and this artifact is something the Whisper needs to be free, and the Whispers minions are trying to gain your trust so that you will tell them where it is. "You have to tell us! It's not safe in the hands of the Drow! We need to wrest it from them and bring it to where it can be properly protected, here in Flamekeep!" And that brings in good guys for the heroes to fight, the Drow protecting the artifact. And perhaps a Drow sect that is specifically devoted to fighting the servants of the Rajahs and can come into conflict with the PCs multiple times.
