I think Mongoose Publishing's Wraith Recon might be a perfect fit for Eberron. The basic concept of Wraith Recon is adapting modern-style special forces tactics to a fantasy setting.

I think this idea would work fine in Eberron, with the Five Nations fielding their own Special Forces groups during the Last War, only for those to become mostly decommissioned with the Peace.

This is a good book, and something I've been waiting to mix with Eberrron.

We still have The Royal Eyes of Aundair, and the Dark Lanterns.

I should try to get this book...my friends have been joking about me running a "Color Spray 6" Campaign.

I think those are more Spies then Special Forces.

"Covert Action" of any type, whether "spies" or "special forces" is a rather....blurry thing.

They are, but I figure that in a Fantasy world, intelligence agencies double duty for espionage and Homeland Security. So while the Darklanterns are mostly Mission Impossible style teams of specialists sent to steal things from other countries, I assume that there are other members of the Darklanterns who function as a Counter Terrorist organization.

Don't limit yourself to just the nations, either - the Dragonmarked Houses could have their own black ops teams as well (and actually, Wraith Recon as described is a much better fit for House Cannith's wetworks team than it is for any of the nations).

Cannith/Cyre joint Spec-ops team mid-last war?

Kundarak did have that black ops force. They changed it in the EPG.
