hi my question is this my friend is a shifter rogue with the razorclaw ability. The eberron book says you can make a attack with a weapon and your claws at minus 2 to your rolls. is this the only penalty or does the two weapon penaltys also count?

The claw is at -2 (can't do two at the same time while holding a weapon, because two claw attacks is a standard action, same as swinging the weapon), TWF penalty does not apply as the claw is a natural attack.

I wouldn't worry about it overly much though. If they were really trying to be cheap, they would have taken Longtooth so they could use TWF and then the bite on top of that (can't do that with razorclaw because those specifically require a free hand to make the claw attack with).

Beware Razerclaw Elite and the sneak attack - he can rush in and deliver both attacks as a standard action, both would get SA damage.
